New HTML format for API Backlog table
New format of columns to simplify and focus content on the interesting data:
- API [family] name
- API [family] Owner
- API [family] proposal Registration date
- Link to the filled-in template
- Supporters in API Backlog Working Group
- API backlog & TSC - Status
- Sub Project Link & Active Maintainers
- Latest Release & date

Updated links of API templates with new CAMARA structure (backlog as subproject)
Updated links of API repositories
New item for commonalities (including this way all the repos with a release)
Updated latest versions of released APIs, including label for meta-release
Updated item list:
- New APIs approved
- Pending APIs in backlog, as last items in the table. Will be re-ordered (API proposal date) when approved
- New APIs, under review in backlog

New API proposals are included in backlog table when template PR is created, linking to the pending PR
PR will be merged as soon as ready for TSC, and should be merged before TSC review
Link and status in backlog table will be updated accordingly

Proposal to extend meeting half hour (1:30 total) to accomodate all new APIs and also the track of existing.
