Scope for fall25 release.

Align with possible commonalities/ICM
Propose incubation of repository and stable version target

Functional scope of the API is stable. Wait for commonalities in case any change applies.

Issue#83

Propose PDD repository as incubated, following backlog procedure.

Proposal to be brought to Backlog and TSC, posible evolution to stable in case any of the telcos can certificate with GSMA by september.
