Discussion on "release planning"

It is agreed to use the existing "v0.2-candidate" label to mark issues and PRs to be addressed in the Fall24 meta release. A new label "ICM-backlog" was created to mark other issues that remain in the WG backlog. As a first approach to define the scope of the release, the github issue list was reviewed during the call to mark candidate issues to be addressed in the next meta release and those that will remain in the backlog.  The WG also took the opportunity to clean up issues that are no longer applicable. 

@Jesús Peña García-Oliva takes the AP to include candidates issues/PRs in issue #146 as done in Commonalities WG.
