Updated meta-release figure (based on PlantUML) editable in Confluence

Agreed to use the PlantUML version instead of PPT  for ease of editing (at least for now). @Tanja de Groot to use it in the next TSC report on RM.

LF Confluence migration to Cloud version is ongoing.

@Casey Cain to submit in a ticket to integrate draw.io to create figures in Confluence. Action point remains open.

Question on initial vs stable release

Ludovic: can we release a stable version without first doing an initial version ?

Answer: yes if

• all release assets are available

• there were not too many changes wrt the previous version

• it is expected to not have any changes in the next 2 meta-releases

• the TSC approves it

Start looking at the API Sub Projects "good and bad" release management.
