The CAMARA TSC Election is defined in the Project Charter - Governance
TSC Structure
The Technical Steering Committee is composed of:
10 representatives of Sub Projects as selected by the Maintainers of Sub Projects (โSub Project representativesโ);
3 representatives of the End-User Council as selected by the End-User Council (โEUC representativesโ);
1 non-voting representative of the GSMA and
1 non-voting representative of the TMForum
Any Maintainer may nominate themselves or another Maintainer of any Sub Project for consideration as a Sub Project representative. The Maintainers will vote using ranked choice voting (or another method approved by the TSC) and those 10 nominees receiving the highest number of votes will be elected as Sub Project representatives.
Any participant of the EUC may recommend any participant of the EUC for consideration as a EUC representative. EUC participants will vote using ranked choice voting (or another method approved by the TSC) and those 3 nominees receiving the highest number of votes will be elected as EUC representatives.
TSC commitments will be 15 months. The first twelve months will be duties as described herein. The final three months will be non-voting, shepherding of incoming TSC members to maintain council continuity.
The TSC includes one non-voting participant from both GSMA and TM Forum.
All voting TSC participants will vote using ranked choice voting (or another method approved by the TSC) to determine the chair.
TSC Responsibilities
The TSC is responsible for all aspects of oversight relating to the Project, which may include:
approving Sub Project proposals (including, but not limited to, incubation, deprecation, and changes to a Sub Projectโs scope);
organizing Sub Projects and removing Sub Projects;
creating and removing of Working Groups to focus on cross-project technical issues and requirements;
appointing representatives to work with other open source or open standards communities;
determining the release cadence of the Sub Projects and the scope of the releases;
approve election processes for the technical Project;
establishing community norms, workflows, issuing releases, and security issue reporting policies;
approving and implementing policies and processes for contributing (to be published in the Contribution Guidelines) and coordinating with LF Projects to resolve matters or concerns that may arise as set forth in this Charter;
discussions, seeking consensus, and where necessary, voting on technical matters relating to the code base that affect multiple projects; and
receive and resolve escalations from Sub Projects on blocked topics or areas where Sub Projects or Working Groups are seeking input from the TSC, i.e. when the established decision process did not end up in a resolution for that topic at Sub Project or Working Group level.
It is open for members of any Sub Project or Working Group to raise issues in the TSC group for relevant topics on a need basis.
Election Process
The TSC election process consists of three stages: 1. Nomination Phase, 2. Verification Phase, and 3. Election Phase.
1. Nomination Phase (2 Weeks)
Initiation
The election process is initiated by the Linux Foundation representative responsible for the community or a representative appointed by the TSC.
An official announcement is sent via email to the TSC mailing list, with eligible voters BCC'd, marking the start of the nomination period.
Eligibility and Nomination
Sub Project Representatives:
Any Maintainer can nominate themselves or another Maintainer from any Sub Project.
If nominating another Maintainer, please contact the election administrator and include the nominee in your email.
If you are self-nominating or accepting a nomination, please provide the election administrator with:
Name
Photo (optional)
Organization
Sub-project(s) you are supporting
Short biography (optional)
Statement of intent explaining why the community should vote for you.
End-User Council (EUC) Representatives:
Any EUC participant can recommend themselves or another EUC participant.
Self-nominees or those accepting a nomination should provide the election administrator with:

Organization
Sub-project(s) supported (if applicable)
Short biography (optional)
Statement of Intent (optional)
Submission Process
The provided information will be used on a page for voters to review.
In the event that nominees win, the information provided will be used for their profile on the CAMARA website.
Name, Photo, Organization, projects supported, and your short bio.
Duration
The nomination period lasts two weeks, allowing sufficient time for all eligible candidates to participate.
Addressing Insufficient Nominations
If a represented group does not have enough candidates to fill its allocated seats, the TSC will:
Reopen the nomination period.
Encourage additional nominations.
Consider revising seat allocations if necessary.
2. Verification Phase (3 Business Days)
After nominations close, the Linux Foundation Project Manager (or appointed representative) will verify candidate eligibility.
This process will be completed within three business days to ensure a prompt transition to the election phase.
3. Election Phase (1 Week)
Voting Groups and Methods
Sub Project Representatives:
Voters: All Maintainers.
Method: Ranked-choice voting using OpaVote (or another method approved by the TSC).
Outcome: The 10 nominees with the highest votes become Sub Project representatives.
EUC Representatives:
Voters: All EUC participants.
Method: Ranked-choice voting using OpaVote (or another method approved by the TSC).
Outcome: The 3 nominees with the highest votes become EUC representatives.
Duration
The election phase lasts one week.
Voting Instructions
Eligible voters will receive detailed instructions on how to vote via email at the start of the election phase.
Announcement of Results
Election results will be announced promptly after the election phase concludes.
Note: All voting processes are conducted in accordance with methods approved by the TSC to ensure fairness and transparency throughout the election.
